Several Locking Clip Uses

A locking clip is typically used by screwing it to a joist near the centre of the board length you install. So this clip grips the deck clip groove. It can help to make expansion to both ends by more even between cold and hot days.

Its other use it to secure the board at butt joins so that the join does not expand or contract in that direction.  If you use it here then do not use in the middle of the board as the deck has to expand at least one way.
